Management of DWS:

The management structure of the Disabled Welfare Society (DWS) has two tiers: the General Committee (GC) and the Executive Committee (EC). The General Committee is composed of 21 members and serves as the supreme decision-making authority of the organization. Its members include representatives from various stakeholders such as persons with disabilities (PWD) groups, professionals, local community leaders, and resource persons. Essentially, the GC acts as the general body of the organization.

The General Committee meets at least once a year to review and approve programs, activities, and the annual budget, ensuring that the organization’s work aligns with its mission and objectives.

Executive Committee:

The Disabled Welfare Society (DWS) operates under the leadership of a 7-member Executive Committee (EC), which is elected every three years by the General Committee (GC). The GC is composed of 21 members from diverse backgrounds, ensuring broad representation in decision-making. The Executive Committee is responsible for providing strategic direction, reviewing the progress of planned activities, and guiding the secretariat in implementing programs and initiatives approved by the GC. The President serves as the head of the organization, presiding over meetings and approving adopted decisions, while the General Secretary acts as the chief executive, responsible for executing the decisions of both the EC and GC with the support of dedicated staff and volunteers. The EC generally meets every two months to monitor achievements, address challenges, and ensure that all activities align with the organization’s mission and objectives. The current Executive Committee, serving for the 2024–2027 term, was elected on 28 September 2024 and is officially approved by the Department of Social Services.

Financial management:

The Disabled Welfare Society (DWS) manages its finances through its dedicated Accounts Section, following a well-defined Finance and Accounts Policy that ensures accuracy, transparency, and accountability. All financial activities—both organizational and project-related—are carried out in accordance with these policies and established procedures.

Bank accounts are jointly operated by the Executive Director, President, or Treasurer. The organization and program accounts generally follow the calendar year and use a cash-basis accounting system. However, individual projects may operate separate bank accounts and follow specific timeframes or accounting systems as required.

An independent audit firm, registered with the NGO Affairs Bureau and appointed by the Executive Committee, conducts annual audits of both organizational and project accounts to maintain compliance and financial integrity.
